The sad thing is that is exactly what most consultants want to produce for you as their goal is to steer you to a specific solution that they either are most comfortable with or get additional financial compensation for if you purchase it. This is why most HR and Payroll vendors and publishers will not even bother responding to most Request for Proposal packages.
They do respond to the written systems and functional requirements documentation packages we create because they know that we don't play favorites when it comes to software publishers or vendors, are uniquely conflict of interest free, and our involvement and related track record of successful implementations almost guarantees them a good reference that they can use in their future marketing efforts should our client choose them. That makes all the difference in the world when you ask them to take the time to truly understand your business and what you need rather than treating you as just another "company ABC" prospect.
